Lorna P. Wallen (Neabsco District)

Chair

The IDA’s Chair, Lorna Wallen, has been a resident of the Neabsco District of Prince William County for 20 years. She is an Adult Education Instructor in a local public school system, where she teaches a variety of subjects to adult students from many countries and backgrounds. Ms. Wallen strongly believes that teaching is an awesome platform to assist adult students with assimilation into our community. She blends academic, workforce, and practical life skills instruction to help adult students thrive on their journey to become active, model citizens. In her earlier career, Ms. Wallen was involved in all aspects of lending and credit operations as a banker with top national and regional financial institutions.

Ms. Wallen enjoys sharing her financial and teaching skills with students even when she is not in the classroom.  On any given Saturday, you can find her teaching English or basic life skills to adult learners. Her favorite quote is “I am my neighbor’s keeper.”  She shares this same energy and expertise with the IDA, where she has served since 2006, and was recently elected Chair.


cheryl J. kenny (COLES district)

Cheryl Kenny was appointed to represent the Coles District in 2021.  Ms. Kenny is the Principal and Managing Broker/Owner of Golden Realtors, LLC, a licensed Real Estate Brokerage serving buyers and sellers in Northern Virginia. Licensed in the Commonwealth since 1983, she is a Certified Real Estate Specialist (CRS), Graduate of the Real Estate Institute (GRI) and is a Accredited Buyer’s Representative (ABR) and served on the PWAR and VAR Professional Standards Ethics committees.  The Realtor Association of Prince William (PWAR) has recognized Ms. Kenny with the Lifetime Top Producer Realtor award.  She was showcased as a REALTOR® on the Discovery Channel’s TV show “Double Agents”.

In addition to her real estate firm, Ms. Kenny brings a diverse background of experience to her work on the IDA. She has served in a number of business roles for local and state elected leaders, including managing the office of a Hawaii State Representative.  She began her career as an elementary school teacher, utilizing the communication, problem solving and motivation skills that were key in building her successful business. She also serves as a Director of The Manjo Children's Home, an orphanage in Cameroon, Africa.

Ms. Kenny earned a Bachelor of Science in Elementary Education from the University of Maryland. A proud military wife (RET), Ms. Kenny has traveled extensively and worked on many committees and events during her husband’s military service. Cheryl and her husband have enjoyed living in several states and currently reside in Manassas with their AKC Golden Retriever - GCH ETADORO GRACEKEN'S WINTER SOLDIER, JH and their cute rescue terrier.


DEXTER MONTGOMERY (WOODBRIDGE district)

Secretary Treasurer

Dexter Montgomery was appointed to the Industrial Development Authority in 2020, representing the Woodbridge District. He has lived in Prince William County for 27 years.  Mr. Montgomery is a strong advocate for business development in the Woodbridge area and in Prince William County. His desire is to see that Woodbridge is a great place to live, work and play.

Mr. Montgomery has over 40 years of business and government experience.  He is currently employed with the Department of Homeland Security as a senior analyst and has held senior level positions with, Customs and Border Protection (formally US Customs Service), The Department of Treasury, The Department of Defense and the Office of Personnel Management.

Mr. Montgomery and his wife are also owners of a professional development consulting firm and a real estate investment firm.

A former board member of the Good Shepherd Housing Foundation in Woodbridge, Mr. Montgomery currently serves as head of the Board of Trustees at the Bethel AME Church in Montclair, Virginia.   Mr. Montgomery graduated from Winston-Salem State University in Winston-Salem, North Carolina with a BA in Business Administration and graduated with a Master’s degree in Policy Analysis and Public Administration from Southern Illinois University in Edwardsville, Illinois.

J. Andrew Taylor (Brentsville district)

Assistant Secretary Treasurer

Andrew Taylor has served as the Brentsville Director on the Industrial Development Authority since 2018. After graduating with honors from George Mason University with a B.A. in Government and International Politics in 2004, Mr. Taylor earned his J.D. from George Mason University School of Law in 2007. During law school, Mr. Taylor represented his class to the Student Bar Association, while also working in an administrative capacity for the law school. During his last two years of law school, he worked in the office of the Commonwealth’s Attorney for the City of Alexandria, prosecuting a variety of traffic and criminal matters. Upon graduation, Mr. Taylor worked with a number of small criminal defense and family law firms in Manassas, Virginia until 2010 when he opened his own practice.

Mr. Taylor currently works for a law firm in Woodbridge, Virginia focusing his practice primarily on family law litigation. He has represented clients in courts throughout Virginia, including the Virginia Court of Appeals and the Supreme Court of Virginia. His experience provides him with valuable insight that he now brings to his role as Director. Outside of work, Mr. Taylor enjoys spending time with his family, volunteering for community service projects, and visiting the area’s local historical attractions.


B. paul O’Meara, Jr. (occoquan district)

Director

B. Paul O’Meara, Jr. was appointed to the Prince William County Industrial Development Authority (IDA) in March 2025, where he represents the Occoquan District. A native of Prince William County, Paul is a graduate of C.D. Hylton High School. He has extensive public and private sector experience in the areas of planning, zoning and infrastructure development.

Beyond his business expertise, Paul is a dedicated public servant with a strong history of civic involvement. In 2020, he was appointed to the Board of Directors of the Prince William Service Authority (now known as Prince William Water), where he represents the Coles District. He currently serves as Chairman of the Board for Prince William Water, the largest combined water and wastewater authority in Virginia, serving more than 380,000 customers. Also, Paul previously served on the Prince William County Public Schools Infrastructure Task Force and worked to draft the Prince William County Government 2017-2020 Strategic Plan. 

Paul holds a B.A. in Government and International Politics from George Mason University. His previous service on the Industrial Development Authority, where he represented the Gainesville District from 2017 to 2020, provided insight and experience that he brings to his current role. He and his family reside in Haymarket.


william malone (potomac district)

Director

Most recently appointed to the Prince William County Industrial Development Authority (IDA) in 2025, William Malone brings over 30 years of leadership experience in insurance and financial services to his current role. Throughout his career, he has held senior-level positions at several world class national and international insurance companies, including over 10 years at the senior-officer level. William holds several prestigious industry designations, including the Chartered Property Casualty Underwriter (CPCU) and Chartered Life Underwriter (CLU), reflecting his expertise and commitment to excellence in the field.

William is dedicated to his regional community, having served in senior lay leadership at his church and volunteered as a reader at a local elementary school. He previously represented the Occoquan District on the Industrial Development Authority from 2022 to 2024. He earned his Bachelor’s degree from Mary Washington College (now the University of Mary Washington) and his MBA from The George Washington University.

Outside of his busy professional life, William is an avid runner, with a passion for marathons—his preferred race distance being the challenging 26.2 miles. He and his wife, a Prince William County educator, are proud parents of two adult children, both graduates of Prince William County Schools. One of their children is a graduate of George Mason University, and the other is currently serving in the U.S. Navy. When not working or running, William enjoys traveling, especially to beach destinations.
